This is just a ruinous remains of the huge temple that this structure once was. It was dedicated to the Padmanabha form of Vishnu. The garbha-griha of this Hindu temple is now completely destroyed, destroyed by devout Muslims in the Medieval Ages, for it is ordained in the Islamic scriptures that destroying Hindu temples is a devout Islamic duty.
What you see here is just the mandapam of the former Hindu temple and even the mandapam is breathtakingly beautiful. It is three talas, or three storeyes and every inch is carved profusely with the stories from Ramayana, Puranas and other Hindu mythology.
It seems similar in sculpture to the Sas-Bahu temples at Nagda, Udaipur but it was built in the late 11th century by a Kachhapaghata ruler of the Gwalior region.
If such a small kingdom could build such huge temples with great technical expertise, one imagine the level of expertise that the Hindu society had reached during ancient times.
